The Transport Agency is working on plans to assess safety culture while looking over the large companies in national shipping in the next few years. According to the Transport Agency, there are seven areas that are particularly important to work with to achieve a good safety culture:

• Reporting culture

• Fairness culture

• Learning culture

• Involvement in safety issues

• Communication

• Resources and skills

• Systematic safety work

For the above seven areas to build a strong safety culture, the Transport Agency believes that there are three other factors that must also be in place.

1. The organization should document how they plan to work in each area.

2. It should ensure that staff have the knowledge, understanding and motivation to work as described in the documentation.

3. The staff must act according to the descriptions in the documentation.
